So I suggest the following simple plan:

  1. turn off creation of new tickets for libtiff component on bugzilla.maptools.org. I've managed to get rights to do that.
  2. enable gitlab issues on gitlab.com/libtiff/libtiff
  3. update the project page explaining the situation

So no migration of existing issues, but let the bugzilla instance die off.

I am in favor of this simple plan.
