Yes. See PDF/X-1 (<http://www.ddap.com>) for an example of a forked version of PDF.

In fact the definition of PDF is not the spec but Adobe implementation.

That is INCORRECT. In fact, the Adobe implementation does NOT match the spec in a few areas ;).
