Sounds like a good plan to me.
One additional suggestion: would it make sense to register libtiff with image.sc as a Community Partner and thus use the image.sc forum for all discussions? The benefits are: have a persistent repo for the discussions, improve the visibility of this critically important library (which many on that forum unknowingly depend on), and hopefully garner support from a much larger community for standardizing some of the not-yet-fully-official improvements such as BigTIFF and other current and future extensions and (if that's legally possible) declare with a large community's support those part of the new TIFF standard.
