The libtiff Bugzilla site never worked well for me.

I strongly suspect that we could enable a bug tracker at GitLab to replace the one which clearly suffers from lack of maintenance.

I'd be supportive of enbling gitlab issues and abandonning bugzilla. Whether we import or not the existing database doesn't seem critical to me. If Bugzilla is still functionning, we could also mass close open tickets with a message "we're migrating to gitlab issues at http://. If this issue is still relevant to the latest libtiff version, please file a new ticket in gitlab".
