I'm very reluctant to weigh in because I know the issue has been discussed at length in the past, but it should be remembered that thousands of applications don't use libtiff.
Right, but any TIFF reader that doesn't support bitiff should reject such a file, and if they want to fix this they will also want to do it with minimal disruption, which means simply upgrading their TIFF reader to handle bigtiff. Changing extensions leads to changes in many other areas (open file dialogs, documentation etc. etc.), which makes it more disruptive than it needs to be.
