I've just posted draft 2 of TIFF Technote 3 at http://chriscox.org/TIFF_TN3_Draft2.pdf

This technote covers improvements for floating point image data support available in Photoshop CS2.

Since Draft 1 I've added a copyright statement and software license statement, cleaned up formatting and corrected (I hope) the exponent bias values for the 16 and 24 bit floating point formats.
