I'm fine with this. They could be revived if someone wanted to implement them in a modern way.

That is good because I just committed my changes to CVS. This is the
change note that I made:

* tools/Makefile.am: The libtiff tools bmp2tiff, gif2tiff, ras2tiff, sgi2tiff, sgisv, and ycbcr are completely removed from the distribution. The libtiff tools rgb2ycbcr and thumbnail are only built in the build tree for testing. Old files are put in new 'archive' subdirectory of the source repository, but not in distribution archives. These changes are made in order to lessen the maintenance burden.

The only glitch I am currently aware of is that manual pages for
'rgb2ycbcr' and 'thumbnail' are still installed although the programs
are treated only as test programs now. The situation is still better
than before since the manual pages for some previously deprecated
utilities were still being installed (but are not any more).

I don't think that there were many bug reports against the programs
which were removed, but existing bug reports against these programs
can now be marked as 'invalid' or no longer applicable.
