The file tiff-v3.4beta037\contrib\win95\tiff2dib.c in Tiff 3.4 beta 037 (which read TIFF file to create DIB for MS Windows) has somes errors (it don't handle correctly grayscale TIF, by example).

The maker of this file, Philippe Tenenhaus, no longer maintain it. Here is a version with somes fixes. If other people user LibTiff under Windows, please email me!

I'm not sure what you're looking for, but paintlib uses libtiff to decode tiffs into dibs:
