I believe it is you who has misunderstood - PS CC 2020 wrote the bad file (broken.tiff).

My application wrote the Autosave001.tif file which is a 32 bit float image. AFAICT there's nothing wrong with this tiff file.

This was loaded into PS CC 2020, converted to a 16 bit image and then saved as "broken.tif" (so called because PS writes a broken file in this case).
