The box on which I ran yum update was an old, rarely used Fedora12 box but the Rawhide repository had been enabled and it started pulling a ton of packages for Fedora16, which failed in most cases but broke other things silently in other cases. I've disabled rawhide on that box and will move to a newer box once I confirm everything works correctly.
Does the same hold true for RHEL 6?

I happened to accidentally pull a copy of the libtiff-3.9.5-1.fc16.i686.rpm and devel RPMS from the Fedora Rawhide repository yesterday and was suddenly unable to run tiffcp. Poking at the updated RPM lists, I see that none of the utilities are included. Is this a change in the bundling for Fedora 16 or a mistake?
Not sure what you're comparing to, but the command-line utilities have been in a separate subpackage libtiff-tools since F-13. See https://bugzilla.redhat.com/show_bug.cgi?id=515170
