Who decides if the file is divided into tiles/ strips? The TIFF reader or the TIFF writer? If its the TIFF writer, is it then mandatory that the reader also reads it the way its written?

? The tiff standard states that all compliant tiff readers should implement a functionality set. Both are in there, so you can chose I guess. I am not an expert though, and your question confuses me a bit... They are both just ways of representing the image data, and though there are many parameters, there is just one way to "understand" this image data. I don't know much about tiles though, as I have only every worked with strips but this is my take on it.

Hope I'm not wrong!

Cheers
