Hi Gerd,

You can convert TIFF to PostScript using tiff2ps from libtiff distribution and convert PostScript to PDF using Ghostscript.

More information about GhostScript is available at http://www.cs.wisc.edu/~ghost/ The PDF driver is developing very fast. Beta versions are definitely better than the latest stable v. 6.01. Besides, working with the latest version you can help more to Ghostscript development. The latest version is available on http://sourceforge.net/projects/ghostscript/

There are proprietary programs that to the same thing but they are less flexible and infinitely more expensive. Neither will you get any tech support from libtiff or Ghostscript community.
