From what I can see in the sources of libtiff, reading of CCITT-RLE is supported. But what about writing? Is there a reason why this hasn't been implemented? Does it resemble CCITT-Group-3 so much that Group-3 writing can be re-used? I know of one program that supports CCITT-RLE but neither group-3 or group-4.

There's never been a reason to support writing CCITT-RLE-encoded data. G4-encoding is more efficient and more commonly supported when the synchronization facilities afforded by G3-encoding are not needed.
