please have a look first to the installation procedure, before posting to the mailing list. The header file g3states.h you are looking for is created by the program mkg3states, which is part of the tiff distribution.

if you try to install the Tiff-Library libtiff.a this program is compiled first and started. The output is redirected to g3states.h.
