I'm a couple commits back from head and have no known issues. I pull directly via git head and use bazel for building, so I can't comment about the tar / zip.

Specifically, I'm at https://gitlab.com/libtiff/libtiff/-/commit/1bdbd03fbb4e7d662af052450259fcd353a49cc0 and working on updating my patches to the new formatting.
