The last successful checkout I did used a CVSROOT of ":pserver:anonymous@cvs.remotesensing.org:/cvs.

The on website, it is mentioned as
    remotesensing.org instead of cvs.remotesensing.org
and
    cvsroot instead of cvs

Please, don't use any links to libtiff.org. The official libtiff home page is

http://www.remotesensing.org/libtiff/

as Bob said.

It will be good if it is fixed.

Unfortunately it is not possible.
