Submitted merge request !239.

Meanwhile, I discovered that any use of the '-c lerc' parameter crashes 'tiffcp' under Windows 10, latest Version 20H2 Release 19042.928. This is before the patches in the above merge request. I tried in two different computers with the same result.

Lerc was built for 64-bit by MS Visual Studio 2019 using the default settings as cloned from https://github.com/Esri/lerc.git
