We got this issue from QA, and we spent like 3 hours 3 people debugging, testing, checking, taking a look at it... and... you're right, it's Apple's previewers fault :'(

It worked for me on macOS with current homebrew:
$ vips tiffsave KatherineMcLean_FESP.tif x.tif --compression lzw --tile --tile-width 256 --tile-height 256
$ vips copy x.tif x.jpg
And x.jpg is viewable.
x.tif looks black in the Apple preview tool (though it is not black). Perhaps there is a problem in their libtiff?
