Mapgears manages the servers, so I can't answer this. But I personally feel that this is a good time to consider moving libtiff to other hosting (such as OSGeo's SVN or GitHub). I'm not sure of the status of maptools.org (my commits to the html pages there stopped working about 2 years ago)
