Really? I thought only the opposite was true. Meaning if you link with a lib which has versioned symbols, you will always need them but if you link with a lib which doesn't have them, you can use any lib. It's still annoying but not quite as much.
I should point out that if things do work as you describe above, then all applications/libraries depending on libtiff 3.8 or 3.9 would need to be rebuilt against a libtiff 3.9.X version that also supports versioned symbols before libtiff 4.0.X is introduced which supports versioned symbols. This seems like a large job.
