The main reason to transfer 16bit from digital cameras is to provide enough fidelity to later apply exposure and colour corrections. So most cameras come with dedicated software to allow this.

I recommend to read 16bit line by line and apply Lookup table conversions to ret 8bit values that are stored to a second tiff stream.

An other option would be to use tiffcp to simply convert to 24bit RGB tiff.
