Does layers as talked about in psd files and multipages mean the same thing?
No, they are totally different things. I don't think that PSD is even capable of support multiple "pages". In PSD the image layers are composited (using a wide variety of algorithms) to form the image that you see.
If not then how do I go about extracting the different layers?
Are you talking about extracting "layers" from TIFF or from PSD? A "page" is an image. A "layer" is part of the definition of an image.
