You are mistaken with regard to JBIG2 status. JBIG2 is a fully approved ITU-T/ISO standard, see ITU-T Recommendations T.88 and its T.89 application profiles.

TIFF-FX Extension 1 is the TIFF specification for JBIG2. TIFF-FX is the IETF TIFF RFC (RFC2301) developed with Internet Fax in mind, see ftp://ftp.isi.edu/in-notes/rfc2301.txt and its revision draft http://www.ietf.org/internet-drafts/draft-ietf-fax-tiff-fx-11.txt. The first extension to the TIFF-FX RFC, TIFF-FX Extension 1, is currently in draft status and it is the reference for JBIG2 in TIFF.
