Well, the "Imaging" program from Wang/Kodak, that is packaged with most Wintendo...er, I mean Windows...installations will concatenate and split up tiffs--rather painfully, but it will do it. And if you want something Windows-based and free, maybe that's enough for you. I use it whenever I am feeling impatient, for small jobs.

I rather like Image Alchemy, myself...there are versions for DOS, Windows, and various flavors of UNIX, and I believe it does you what want. It's not free, though. Fairly reliable and solid, as far as I've dealt with it.
