The TIFF_STRIPCHOP only affects reading TIFF files with one big strip. It doesn't affect writing and it doesn't affect reading files with more than one strip even if they are very big.

You can disable TIFF_STRIPCHOP by undefining it in the appropriate include file(s) and rebulding libtiff.
