• Is an update available that appends footers the correct way, being to the proper parts of MIME messages, not just the bottom of the message which is part of no MIME part and thus not ever seen.

Alternatively, could the mailing list software strip off all HTML MIME parts (or convert them to text with a warning), and politely reject the mail if nothing is left?

I know mailing lists where some messages contain a warning that "demime" has stripped off an attachment (usually public keys and stuff), so maybe that program could be useful.
