I did it once for a Solaris host, VxWorks/PowerPC target.

It's not hard. Just configure the build as normal for Sun Unix. Then take the resulting Makefile and modify it to cross-compile for PPC.

It's not the totally official method, but it got the job done.

Perhaps there's somebody out there who has modified the configure script to handle cross compiling. If there is, I'd like to hear about it too.
