I don't see anything wrong with big binary attachments. Sooner or later the file disappears from FTP server, which makes the archived message useless. This is a serious problem now for bug-gs archive.
Probably, it is possible to strip off the attachments on the server and send the messages only to a low bandwidth mailing list for people with 2400 baud modems.
