I've been able to create a group3 tiff file with a 200x200dpi resolution. Now I would like to convert the same file to 200x100dpi. Can libtiff do the conversion?

What do you mean as conversion? If you need just change the values of resolution tags, then the answer is "yes" and this is pretty easy to do. But if you want to process the image in a way to reduce its size, then you should write it yourself (or take ready to use tool, such as ImageMagick or NetPBM).
