Thank you very much for everybody's replies.

In our case, line skipping is not an option because image includes thin horizontal lines and 25 pixels japanese characters where the miss of a single line can make the character unreadable, or even worse, change its meaning.

So we have opted by resampling and dithering the image before the tiff conversion. Using ImageMagick the results has been excellent.
