Using the libtiff utilities you could append several TIFF files into one file with several images in it. But I suspect you want to mosaic the images into one bigger image. There is no utility program that handles this.

  2. Is it posible to flip or reverse TIF-Files with the libtiff or any tool?

I *think* that tiff2rgba will "unflip" images but in general, no, libtiff utilities will not flip or reverse images.

  1. All this I have to do on a Win 2000-System. Is libtiff an appropriate tool for this?

I think you really need a GUI graphical application. Something built on libtiff like GIMP, GraphicsMagick or ImageMagick might be appropriate for the tasks you want to do.

Of course, you can write your own program to accomplish your tasks using the libtiff library, but I get the impression you aren't looking for that option.
