yes, the files are in CVS alright -- I just checked them out again to be sure.

You are using the correct repository, but I'm not sure whether you need the "anon" after the "@" sign -- perhaps you could try the following instead:

:pserver:anonymous@cvs.gnome.org:/cvs/gnome

I'm following instructions from the gnome.org. cvs.gnome.org don't permit anonymous access. And I have tried to check repository out once more and still failed to get libtiff files...
