That may be because of FillOrder... IIRC, your original message with tagdump showed reversed fillorder. This fillorder issue is to be solved after compression, before storage, or after retrieval, before decompression. So it needs be solved before counting EOL, too.
So do you think, this file is repairable?
If you allow, I can send you this file (~200 kBytes) to have a short look. The content is not very private.
