Closest in standard TIFF would be LZW, but G4 is smaller for bitonal images.

You could define a custom compression type, but nobody else would be able to read the file.

It's interesting that you mention bitonal images. In my use case I had 4 PNG images from a black&white scan of some document with following sizes:

185 kB
56 kB
74 kB
154 kB

I gained following file sizes with different compression methods composing the 4 images into a multi-page TIFF, but never reached the sum off those 4 PNG files which is only 469 kB:

Fax G4: 899 kB
Packbits: 683 kB
LZW: 643 kB
ZIP: 510 kB
