I have not looked at that. If you could run a JPEG dump and get all the things, I need to plug a JPEG inspector into the TIFF inspector.
I don't know if anybody needs to use that but it's nice that you fixed it already. There's also the Web CVS for the libtiff with bug repository, and, I have not looked at that in a variety of months because it goes up, and down.
I'm sure somebody knows where it is, though. Andrey here probably has a list of bugs, and there are probably three of them.
I wrote the tiff2pdf.c program. I ported some parts of it from ImagePDF, but it runs all on libtiff.

i had problems converting the this TIFF (JPEG strips) in a PDF with tiff2pdf (from libtiff 3.7.2): https://saftis.ath.cx/~simon/public/scan.tif Acrobat doesn't display anything, kpdf shows the image up to the second strip. It seems that the SOI of the embedded JPEG is absent and the JPEG strips are not connected correctly in the PDF.
I hacked a little bit around in tiff2pdf.c and after that it worked for that image. But I don't know where the real cause of that problem is. https://saftis.ath.cx/~simon/public/tiff2pdf.diff
