So I would suggest asking the question: Is anyone using libtiff and building it in an environment that does not support C99?
LibTiff is used as part of Ghostscript. Ghostscript compiles on *everything*, including, I am sure, systems that do not support C99.
We do seem to cope with building lcms2 that uses // style comments, but I'd be reluctant to rely on too much more.
