If you change the libtiff code you should assure that it still compiles under the other platforms. Portability of software always introduces some performance penalties. Vice versa, the more you optimize the code for one platform the less portable it will be.

As long as you touch tif_win32.c only, portability should not be a concern. As far as I remember, the memory allocation and I/O routines are in that file, whose purpose is exactly that: optimizing for a particular platform.
